Duplicate MG - Report, Edit and Delete windows are hidden behind the displayed image

When clicking on the "Report," "Edit," or "Delete" buttons on an image in the media gallery, the action windows appear hidden behind the displayed image. You have to manually close the image to reveal the hidden action windows.

Steps to reproduce the issue:

1. Open an image in the media gallery.
2. Click on the Report, Edit, or Delete buttons.
3. Notice that the action windows are hidden behind the image.

Expected result: The action windows should appear in the foreground above the image, or the image should automatically close to show the action windows.

Actual result: The action windows are hidden behind the displayed image.

Fixed Thread 'Pop-ups appear behind media in lightbox mode'

When viewing media in a lightbox, clicking the links for Report, Delete, and Edit causes the pop-up to appear behind the media, necessitating the closure of the lightbox to access these options. Same behaviour for the Evaluate button.
