Lack of interest Message Users: adding extra criteria

At the moment I'm using @Brogan addon ( https://xenforo.com/community/resources/cta-criteria.3006/ ) to add extra criteria for user group promotions.
It would be great if those can extend to the "Message users" criteria so I can send different kind of PM:
a) No-avatar: send a PM to all users without avatar to encourage and explain them how to add a new one.
b) No-threads: encourage and explain them how to open new threads.
c) No-posts on certain subforum ( https://xenforo.com/community/resou...ies-and-notices-criteria-themescorp-com.4455/ by @Allan )
d) Facebook account not associated
etc. etc.

That would be a nice way to encourage certain actions from your members.
It would be better to have an automatic PM system to encourage these actions, I'll open a new thread on that now.
