My forum went live today, but I want to prevent people using the forum until I have accepted them as a member. Please can you tell me where I have to do this? So sorry to be such a dummy.

Enable manual approval in the ACP.

Options -> User Registration

Tried that without success. A new person signed up and was then able to access the forum as a member, despite me not receiving an email.

You don't receive an email.
You need to manually approve them until they can post.

But how would I know they were waiting to join if I do not get an email?

The moderator bar at the top of the screen.

But that is just it! The moderators bar just shows zeros.
