XF 2.1 max_user_connections Error

I know many people have had this error, and the answer is "it's the server settings".

My question is why is the forum taking up so many user connections to begin with? Is there not a way to limit this to the max of the server or let it drop connections sooner?

My forum is not that busy, only 80 users in the past 7 days, but this error is coming up in the logs at least a dozen times a day. I used to run a forum with different software and I would be getting 400-500 people a day and never ran into this error on Shared hosting, so more confused as to why this is coming up for so many people with Xenforo.
