XF 1.5 max connection and moving db server advice

Good morning you fine people

I have regular issues with my DB (max connections errors) my DB currrently resides on a shared VPS DB host, which have max connection limits in place (40 concurrent connections per db in
this case).

My server people have advised that they can install MySQL locally on my VPS and move the
database there. They say this does increase the burden on your local VPS since it now also has to run MySQL, but there are no limitations on connections and
MySQL can be fully customized, so it's a trade-off.

So my questions

Is this a good option?
Which files would I need to edit (with new DB details) for this to work?

Most either run it one their own VPS/Dedi or have one of those that are dedicated just for that themselves and not rely on a hosting providers mySQL.

So once MYSQL is installed on my server and the data moved across all I have to do is add the new database details to library/config.php file
