XF 2.2 Mass permissions manager

I have a use case where in a corporate environment I have about 100 private nodes for internal teams and about 3000 users which are staff.

Users will need to register for access to a particular node and it will be manually approved.

To achieve this I have a few quick questions.

1) Can a registration form with a list of nodes for the user to select access to be created?

2) Is there any easier way than node permissions to manage users access to nodes at scale? Would I be better to create a group and assign the group to the node?

Any ideas or ways others have done this would be greatly appreciated.

User groups is definitely the way to go for custom node permissions if it involves more than a handful of members.
