XF 1.2 Mass email sent to members that don't exist?

I just sent a mass email out to my users. I currently have 132 people registered on my site, yet it said the email sent to 151 people? Who are these extra members that have apparently been sent the email?

On a separate note, I didn't actually receive a copy of the email so I'm not sure it sent at all, but presumably that's an issue with my configuration/host.

You can click on the recipient list before sending the email to see who will receive it.

Did you also send it to unconfirmed or banned accounts?

Yes, I did. Do unconfirmed and banned accounts not actually count as members then?
