Lack of interest Make appproval actions sticky

Approving long content from the approval queue currently may require several steps:

1. Expand the content
2. Review the entire content, eg. scroll down to the bottom while reading / viewing the content
3. Scroll back to the top of the content to get to the approval actions
4. Choose an action

Step 3) is kinda tedious and could esaily be avoided if the approval actions were sticky.

Implementing this could be a nice & simple moderator quality of life improvement for XenForo 2.4 @Chris D ?
