Make announcement bar stop moving!

On my forums, i use the announcment bar as a navigation bar, with a bunch of image links.
We only have one announcment, yet it goes off screen and comes back and moves around.
I just want it to be stationary!

Its the only announcement, so it shouldn't move.
It goes off screen like a normal announcement would, but we have no other.
So the bar is empty for a second or a few.

It says for 10 seconds, Goes away for one.
Then comes back.

That's a scrolling notice. Try disabling this:

Admin CP -> Appearance -> Style Properties -> Notices -> Enable scrollable notices

It will only disable the scrolling. The notice will still be shown.
