Can you add permissions to allow the topic owner to reply without unlocking it?

I really like this, except I would like the option to not allow users to UNLOCK the thread.

Want to use this in a classifieds subforum that only allows 2 open threads per person. If they lock their 2 existing threads, post another, then unlock a thread or two, they would be in violation.

Another scenario is a Mod locks the thread. The thread starter should not be able to unlock it.

Maybe there is a function that already does this that I haven't seen.
