Limitation Text

We have set up URLs to be disallowed for anyone with fewer than 2 posts. Along with this, we posted a "Notice" for new users explaining in polite words that their accounts are limited until they've participated awhile first.

A new user messaged me saying he was presented with this text: "Your content can not be submitted. This is likely because your content is spam-like or contains inappropriate elements"

This seems really aggressive to me and he was worried he'd been penalized for trying to post "inappropriate content /spam".

    1) Is this the text everyone sees if they try to do something that is disallowed?
    2) So that we can modify it, do you know the file this text is in, just to save me some $ by directing my developer straight to it so he doesn't have to hunt?

Its actually this - the radio button Action: "Reject" that generates this message.
