XF 2.1 Limit private messages between users in different groups

Is there any way that a group of users cannot initiate a private message to a user in another group of users

The idea is that one group of users cannot communicate via private messages with another group of users.

For example, to prevent spam from new registered users

No, that's not something which is built in.

You can though limit the ability for new users to start conversations until they have x posts and/or been registered for x days.
