I recommend adding the reason for the refusal of non-transfer of the license.

We do not expose the reason as it is for the account holder and us only to know why.

You can probably work out why if you read the license agreement. One of three reasons:

• You need to wait for 120 days to pass.
• Your license has already been transferred.
• Edit: license has expired.

Simple.
