If forum software licence expired. Forum's account that linked license can continue permission access, such as: view &download attachment, create thread &resource,reply !?

the license is forever, you need to renew it annually if you want to download the latest versions and for ticket support

To make it real simple (in my understanding)....
If you own an active or inactive license, you have access to community support (unless your license gets revoked).
With an active license you have access to community support AND tickets AND ability to download latest versions AND change any related licensing details.
Without an active license you DO NOT have access to tickets AND latest versions AND changing of license details.
