Implemented Let Me Edit External download URL

I have all my resources set to auto moderate because members submit resources for books. If they submit a resource and get everything right but the External download URL then I basically have to delete their entire resource, recreate another one with the correct External download URL and then reassign to them. Why can't an admin simply edit their url without posting an update? It is, after all, our content. We should have complete control over it. Just my .02
