Legacy paypal payments & user search in payment provider logs

When searching for a user in the payment provider logs, this does not correctly return hits for old XF1 paypal log entries which can still be generated.

Note; It would be really nice to be able to search for arbitrary text in the xf_payment_provider_log.log_details column via a LIKE query as there is likely a ton of details not surfaced for search otherwise

Can confirm this is an issue: subscriptions aren't fully migrated from XF1 to XF2; in particular, logs are unsearchable and existing subscriptions aren't associated with a payment profile. That last part in particular is problematic because XF2 doesn't give users the option to cancel subscriptions that were purchased on XF1.

It would be really nice if xf_payment_provider_log table had a (nullable) user_id on it, as this would dramatically simplify querying this log table.
