XF 2.1 Is there was a way to disable "discourage user" mode?

I don't like to discourage users because it creates support tickets and bothers management, but I have a moderator who keeps using it, even after I made the front-end controls disappear.

Is there a reasonably easy way to disable the option?

Discouraging is an admin function which can only be set in the ACP.

How are moderators applying it?

I'm sorry Brogan, I misspoke: the mod doing this has admin privileges. All things being equal I'd fire him but all things are not equal.

Demote the member from administrator status or limit their admin permissions.

I thought this can be done by setting all the values to 0.

But it would make sense if use of discouraging was a permission.
