Is there a possible way to move certain threads on top?

Is there a way for me to be able to move certain threads to the top? Such as forum rules and so on...it would be nice.

Thanks Jake, that plugin is useful!
Hopefully in the near future someone will develop a plugin so certain threads always stay on top of other stickies.
