I can't seem to find (if there even is one) a log file of actions taken against a user... I'm trying to find out what moderator took an administrative action against a user

I'm looking for a log that tells me who changed a title, avatar, signature, discouraged a user etc...

Improved moderator logging is coming with 1.1, maybe it'll include what you're hoping for.
Of course I should note that those are admin actions, so they wouldn't be in a moderator log.
