Is licence mandatory for devs?

I want to make extensions for XenForo under GPLv3 licence. Do I have to purchase XenForo licence for developing extensions?

In fact, I'm a regular forum user andvXenForo forum I actively use has a "feature request" category. Bad news, there's requests from 2021~ which still not implemented yet.

You will need to purchase your own license or use the license files of another owner.

Said owner is responsible for their files and granting you access.

Note that you can be added to another forum owners licence.

You can't download the software but you can access all the customer forums. You could in theory develop addons if you have server access to their website (because perhaps you're a programmer for them) but you wouldn't be allowed to download, repackage, redistribute, etc. the official xenforo code files.
