XF 1.4 Is it possible to create a forum only 1 person can post in?

As the title suggests I have created a forum that I want only one person to post in but everyone to be able to view!

I cant get my head around it!!!!

Revoke the post permissions for the Registered user group for that forum, allow them for the member.
