Yes I am quite sure you can without any fees being enforced upon you. But I'm sure you need to have an active license to make the change.

edit: Yes, you can change it without any fees being enforced on you but as stated above you will need to have an active license.

Yes, it is possible. You must remove the current installation. Then you can update the url and title, and re download the software.
