I think you can, but you don't really need to.

Not necessary and if you ever need to do a master rebuild it would be required.

No, it just rebuilds all the master templates.

You would have to do it. Most sites never need to, but if something goes wrong it is a possible step in troubleshooting your issues.

You navigate to the install directory, it is one of the options. Unless your site is malfunctioning, you do not need to run the process.

This is my concern, when my site is setup and running smoothly. If somebody is trying to browser install folder what will happen

They shouldn't be able to browse to your installation folder.

Now i kinda get it, i think i can delete the install folder or rename it. If i need to rebuild (worst case) i can upload the install folder and rebuild it

Nothing, rebuilding the master data won't effect the running of your forum if it is smooth.

They cannot reinstall without entering passwords, the folder is fine being there.

I never remove it, instead I chose to block it for external access... as well other files.
