The admincp doesn't seem to log every users login ips how are they bypassing it?

As far as I'm aware it does. On my site all IPs for a user are recorded for a year.

Why do you think some aren't recorded?

Ah, I see what the OP means now. IPs are logged only when the user makes an action (which includes more than just posting). Mike answered the same question here:

Yet I got 2 users that where using a VPN or proxy to visit the site. I noticed this because we have a country flag addon their flag had change but no IP was logged in the control panel.

Possibly they were only browsing the forum.(Their cookie let them do it without logging in again)
