Install locally?

Mind if I install this locally for testing? Are there any restrictions?

You may create a single additional test installation for the purpose of testing the Software. Any test installation of this kind must be password protected, and access to it must be limited to You and Your website staff.

Does that mean 1 install locally or 1 install that can be accessed via a browser...

Lets say I want 10 local copies for testing that only I can access... but one online copy that is protected so only staff can see it... can I do so? As long as there is only 1 web-accessible copy...

And don't hate and say "who cares, no one will find out", I actually would not like to break license agreement... for once.
