XF 1.2 incorrect base URL with ~ in URL

So, I've bought a managed VPS hosting plan and am setting up to migration to this new server, but I need to put a temp url in to setup the install.

so, I put the base URL in as "http://96.30.37.220/~control"

and I have full friendly URL's off.

when I go to http://96.30.37.220/~control/ I get a page without css and the source shows that the base href is "http://96.30.37.220/"

But, if go to URL http://96.30.37.220/~control/index.php, then the source shows the base href is "http://96.30.37.220/~control/" (which is correct)

I checked the .htaccess and it hasn't been changed from xF default.

Any idea of why this is happening?
