Inconsistent bb-code argument parsing

Putting "" in a bb-code's argument mostly works, but has some odd edge cases.

Does not work: [img title="a "test" "]https://xenforo.com/community/styles/default/xenforo/xenforo-logo.png[/img]
Does not work: [img title="a "test" "test2"]https://xenforo.com/community/styles/default/xenforo/xenforo-logo.png[/img]
