Improvements to resource history and releases

In our use case, authors submit plugins for our software, which are platform dependent (Ex. Windows, macOS, Linux) and can also API dependent, as we bump our Major version approximately once a year.

While authors are able to submit multiple files with a resource update, this means end users have to decipher the filename, or even understand they need to grab their particular download.

Additionally this also makes the process of downloading a plugin for an older version of the software more difficult, as users have to go through the Updates list and work backwards, and once they find the version of the plugin for their version of the software then manually go over to the History tab and find the associated version.

I would love for resources to be able to somehow configure the option to download a particular "release group" variant of a resource.

As an example from XenForo's own download section (Which I recognize is not actually XFRM)1792428582984.webp

It would be nice if the resource "Choose file" dialog worked this way at a minimum, with a dropdown for all versions. It would be ideal if we as a forum could establish some sort of "Release Group" tag, or maybe a Resource Field that applies per resource version

As a secondary note, it is a bit strange that the resource .message entries have no download button or any link to their associated files if an update was posted with a new version included.
