Import - Conflicting users

In the import I am sorta confused, which users are the "conflicting ones" the ones I am importing or the ones that are already registered on my board?

XenForo does not permit the same name or email address to be used for more than one user, so you will be required to confirm what to do in the case of any affected users. The options available are to merge them or rename and change the email address.

The users you are importing have the same name or email address as members already in the database.
That could be from the existing database, or it could also be from the database you are importing, if the system you are importing from allows duplicate names or email addresses.
