Am I able to setup the forum and get the look the way I want it and then import from my vBulletin site?

Yes you can. Just backup the XF forum before running the import. That way you can revert without losing your custom development in the event of problems. You want to avoid running an import multiple times on the same database because there is no easy way to deal with duplicate content. That is where the backup comes in.
