Fixed img vs attach alt tag handling

The [img] tag's support for the "alt" tag injects "title" with the alt-tag contents, while the [attach] bb-code does not.

This results in the on-hover title pop-up not behaving identically for the two bb-codes.

Ensure alt text is correctly displayed when hovering over thumbnail attachments.
