XF 1.5 If privacy policy and terms are in a thread they can't read it

You click on the link and it just reloads the "you must read the policy" screen, but they can never get to the thread to read it. gah!

Whilst there was a fix for this for XenForo 2.07 I believe what Chris D said here still applies for XenForo 1.5.21:
