htaccess avatar caching with digitalocean

Hosting all my avatars and attachments at digitalocean.

I'm running a webpage speedtest and get the following results:

I'm using file type caching in htaccess and this appears to be working for other images.
1> why do some of my digitalocean items have a 24 hour cache and some none when they are loading from the same page?? I can't figure that out.
2> how can I cache these avatars?
