khm, khm... so... how to turn the noindex off for search forums?

Pages that have a 'noindex' but don't have a 'nofollow' tag in the HTML code or in the HTTP response header.
These pages will not be shown in search engines' results. But since they don't have a 'nofollow' tag, all links on them are supposed to be followed by search engine bots and pass "link juice."
However, in one of the recent Google Webmasters videos, Google’s John Mueller explained that Google will understand a long-term 'noindex' (without a 'nofollow') as a 'noindex, nofollow.'

I'm trying to create an architecture to have as much pages as possible in "3 clicks from homepage" distance.
So I created a forum "Archives" with search subforums "2007", "2008" etc (threads created at those years). 10 subforums x 20 threads = 200 manually selected threads, that already brings me traffic, but will bring even more, after they become 3 clicks reachable (not 20-50 as before).

But my plan doesn't work as google's spider gets noindex (and nofollow?) directive.
