XF 2.3 How to Set a Custom Color for a Prefix Using CSS?

I want to change the color of a prefix to something different from the predefined options. I know I need to select the custom CSS option, but I’m not sure where to create the CSS file, what its content should be, and how to apply it.

Can someone guide me through the process? Thanks!
