XF 2.1 How to restrict unconfirmed/approval queue members from uploading avatars ?

Hi everyone!
I would like to know how to restrict/prevent members of those who have not confirmed their email address (via email confirmation link) yet or are in approval queue from uploading profile avatars ?

Though i have disabled the usergroup permission (unregistered/unconfirmed) for uploading avatar to "NEVER", but still unconfirmed members are able to upload avatars.

Do you have Gravatar support enabled?

That would stop them from having custom avatars. Drawback is no one could use their gravatar.

Actually many one using fake gmail address (not their own) even not confirming the confirmation links, but the avatar images taking spaces in web server, so not willing to allow any any kind of avatars to unconfirmed users.

So, is there any way to let the members use gravatar only after confirming email ?
