how to make universal change to tags

I would like to change the styling properties universally to the <h3> tag

where is best place to do this, and is it in the ACP or in code?

The easiest way would be to add some css to the EXTRA.css template.

You may need to use the !important attribute.

great...now dumb question of the hour: where do i find that? or do i have to make it?

It's a default blank template for exactly this use.

Just search for EXTRA.css in ACP -> Styles -> Templates
