XF 1.3 How to make an attachment required in certain forums?

We have some forums where we want users to attach files - it's a classifieds forum. We used to use a plugin in vB for our Classifieds system and were able to require at least one attachment upon thread creation. Any suggestions on how we could achieve this in XF?

A common theme for a lot of things on my site... on this one I'm not surprised because I was using vBadvanced Dynamics before, which was a vB plugin, so it's not like this was core vB functionality. Thanks for the reply Brogan.
