How to limit time to bump?

For XF2,
1) Is the a way to keep a user from bumping their thread for a certain amount of time (24 hours)? They can try (with a reply), but the thread doesn't get moved up to the top.
2) Can it be set by group? (upgraded groups have less time between option to bump)

This would require an add-on.

I have one here but it's for XF1.
