RM 1.0 How to enable reviews for non-downloadable resources?

How do I get my RM to show the reviews tab?

The tab appears automatically when there are reviews. A review can be added using the stars on the right.

Its interesting to note that my users are now asking me the same question, as they do not find the review function by themselves.
