XF 1.1 How to display notice if user is registered for less than X days

I would like to display a notice if a user is registered for less than X days. This was available in XfRu's Board Notices, but in Xenforo 1.1, there is only an option for users registered for at least X days.

This would be useful for me to display notices to new users.

You can setup the notice to display by usergroup, then promote users to a different group after X days:

Admin CP -> Users -> User Group Promotions
