XF 1.4 How to disable the gzip output of sitemap xml?

When I try to visit the url above, it always download a .gz file.

You can't, it's meant to be compressed (with your sitemap it has compressed it from 3.31 MB to 300 KB nicely)

Are you submitting the sitemap to Google? You can just submit it using that URL and it should work fine.
