RM 2.1 How to create widget for most downloaded resources?

Since downloads seem to happen a lot more often than people actually review a widget. The current "Top Resources" widget that appears in the sidebar on both the Resources and Forum pages is almost useless compared to what a "Most Downloaded" resource widget would be.

I want my users to be able to find the most popular resources by download count, currently that is not possible.

Does anyone have a solution to create a "Most Downloaded" resource widget?
