XF 2.1 How to add some details to Account Upgrades page

Is there a way to add some details right at the top of the Account Upgrades page so that I can describe what features members will get with each tier of upgrade? I'd like to use a Notice, but I don't see a way to make a Notice appear on this specific upgrades page but nowhere else.

Any advice appreciated...

A notice may be the easiest way to achieve what you want. Just add a new notice and navigate to the "Page criteria" tab and enter account_upgrades in the field "Content template is" at the bottom of this page.
