how i can use <strike></strike> into Edit User Group: / Username CSS: like vb4 ?

You need to use the CSS method.

Admin CP -> Users -> List User Groups -> [click a group] -> User Name CSS

Add this CSS code to the box:

text-decoration: line-through;
