XF 1.1 How do I...allow users with 50+ posts to create their own boards?

I have a forum that is designed to consist, in part, of specialty boards that users themselves suggest. To cut down on administrative work, I would like to institute a way in which users with a significant post history (say, 50+) would be allowed to create their own board under a particular category. Let's say the category is, for example, User Boards. I would like for a 50+ user to be able to create a board under that called "My User Board 05," for instance.

Is this possible with Xenforo, and if so, how do I set it up on the back end?

    That would require an add-on.

This can be done with the group addon from waindago and a usergroup promotion.
