XF 2.1 How can I enable cookies notice for signed-in users??

How can I change XF 2.1 to show the cookies notice for not only guests, but for all users who sign in?

You do not need that, this line covers the cookie acceptance, "By continuing to use this site, you are consenting to our use of cookies."

So by logging in, they are giving consent to the cookies.
