Once you are a licensed customer & if you purchase the installation service, they will set up the forum for you.

To be exact... you get a base line forum set up from the XF installation option. The license holder will be responsible for the creation of any forum nodes, the installation of any add-ons and styles and customization there-of.
If you are needing someone to style and configure your website, there are 3rd parties available who can help with that for a fee.
