XF 2.2 Help Understanding "Tag Own..." Permissions

Hey,
I'm looking for some clarification on what the permissions Tag Own Thread and Tag Own Resource mean. Can anyone explain their functions and how they are typically used?

They appear at the top of the thread view when added, like so:
