As you can see in this screenshot:

The forum reports that there is a new post.

However when I enter the forum, the thread is not at the top:

http://ss.rpdom.com/t7au

This is not the first time this has happened and the last time it happened, the thread was not even on the first page.

Any ideas?

Try sorting by last message time as opposed to thread creation time, which seems to be the default.
